海洋是青岛最大的特色和优势所在，也是实现高质量发展的战略要地。青岛市第十三次党代会明确提出加快迈向“活力海洋之都、精彩宜人之城”的城市愿景，并把打造“引领型现代海洋城市”作为“六个城市定位”之一，将青岛的海洋发展摆在前所未有的位置。

根据《青岛市打造引领型现代海洋城市五年规划（2022—2026年）》和《青岛市打造引领型现代海洋城市三年行动方案（2022—2024年）》，青岛提出了建设建设国际海洋科技创新中心、全球现代海洋产业中心、国际航运贸易金融创新中心、全球海洋生态示范中心、全球海洋事务交流中心五个中心的愿景目标。
